I found this site maintained by David P. Hays. He takes the meaning of the codes different rules and puts them into context. He also has a second column of information that contains different events and other information about his website. He also explains in those details that sometimes answers are not easy to come by. In the section of the site titled “Reasons Underlying the General Principles” it is clear that standards once held by the public have changed a lot since the time when the code was active.
